Short answer
Not currently. He passed the Series 65 in September 2022 and was a registered investment adviser, through an entity called Plato’s Philosophy, from then until the Pricing Power ETF closed in February 2025, when he wound that registration down. His channel disclaimers now say he is not a licensed financial adviser and that nothing is personalized advice. He remains a licensed real estate broker and has passed six other securities exams that he does not actively use. 123

The timeline
September 2022: passes the Series 65 and registers as an investment adviser to launch and sub-advise the Pricing Power ETF. November 2022 to February 2025: the fund operates. February 2025: the fund closes and, by Kevin’s account, so do his broker licensing and adviser intentions. The 2023 DFPI consent order concerned four weeks in 2021, before any of this. 12

Video descriptions in 2026 state that Kevin is not currently a licensed financial adviser and that the channel, operated by The Paffrath Organization, promotes House Hack products. The Form 1-A lists his exams and notes that some are not actively held. 13

Trade alerts and the Alpha Report are Kevin’s own positions and opinions, published to members, not individualized advice. The distinction is the one the DFPI order drew, and the one the channel now states on every video.
