Short answer
On the replacement question, yes, narrowly: 26,434 votes to Larry Elder’s 26,285, a margin of 149, by Kevin’s account of the county results. San Francisco voted overwhelmingly against the recall itself, so most San Francisco voters never picked a replacement at all; the win is among those who did. 1
Kevin: 26,434 (San Francisco, replacement question)
Elder: 26,285

One result I am proud of: I won San Francisco outright on the replacement question, 26,434 votes to Larry Elder’s 26,285, a 149-vote margin. To be precise, that is the replacement-candidate vote. San Francisco voted overwhelmingly no on the recall itself. 1
How to read it
The figures are county results as Kevin reports them; the California Secretary of State’s certified county breakdown is the place to verify. The caveat he adds himself is the important one. San Francisco rejected the recall by a wide margin, and the state Democratic Party asked its voters to skip the replacement question, so the replacement vote there was a small, unusual slice of the electorate. Within that slice, a Democrat edging the Republican front-runner is the point.

September 2022: almost a million votes, and beat Larry Elder in San Francisco. The certified figure is 706,778. 2
Yes, by 149 votes, on the question most San Franciscans skipped. 1
Simply put
✅ The claim
➡️ Among San Francisco voters who picked a replacement, Kevin beat Larry Elder by 149 votes.
✅ The caveat
➡️ San Francisco voted heavily to keep Newsom. Most voters there left the replacement question blank.
