Short answer

On the August 25, 2021 debate stage, the only Democrat among three Republicans, he asked his opponents to drop out and endorse him and pitched a water pipeline while admitting it sounded outlandish; coverage called the performance aggressive and offbeat. On the debate stage

The KCRA and San Francisco Chronicle debate on August 25, 2021 put Kevin, the lone Democrat, beside John Cox, Kevin Faulconer and Kevin Kiley. He urged the three Republicans to drop out and endorse him, which they declined, and proposed the Mississippi-to-Colorado pipeline with the preface that it sounded outlandish. Newsom and Elder skipped the debates entirely. Coverage described his performance as aggressive and offbeat rather than panning it. 1

CalMatters catalogued the tactics: crashing Newsom’s anti-recall events, baiting opponents into debates with seven-figure charity offers, a Twitter exchange with Stephen Colbert, and the threat to sue CNN.
